Take the Oregon TOBA 2011 Summer Fair Circuit Challenge!

The Oregon Thoroughbred Owners and Breeders Association is proud to continue

the incentive program that awards theowner of the HIGH-POINT OB THOROUGHBRED!

The winning Owner, Breeder, and Trainer of the ‘High-Point Thoroughbred’ will receive

awards to recognize their successful 2010 Summer Fair Season.

The top five owners will receive cash prizes:

1st place owner receives $1000, 2nd place owner receives $750, 3rd place owner receives $500,

4th place owner receives $250, 5th place owner receives $125.

You won’t want to miss out on this incentive program rewarding our owners and breeders who support

the Oregon summer fair racing circuit!

CONDITIONS:
  • Must be a registered Oregon-bred Thoroughbred
  • Owner and Trainer of the horse must be a current member of the OTOBA.
  • Point system: 1st place finish=5 points, 2nd place finish=4 points, 3rd place finish=3 points, 4th  place finish =2 points, 5th place finish=1 point.  FIVE additional points will be awarded to each horse that enters & runs at a fair meet (For example: 5 points for entering & running at Harney County Fair, another 5 points for entering & running at Grants Pass Fair, etc).  Points will be calculated by a representative of the OTOBA.  Please note: points follow the horse not the owner, breeder, or trainer of the horse.
  • In the case of a tie:

            -  the OTOBA Board of Directors will vote for the winner.

  • In the case that a horse is claimed:

            -  if the horse is claimed and is entered in future fair meet races then the points follow the horse.

            -   if the horse is claimed and is not entered in future fair meet races then the points do not follow the horse. (For example: The current High-Point TB horse is claimed at Tillamook Fair Meet and does not enter another race for the remaining fair race meets, the points would remain for the owner of the horse prior to the claim not the claimant connections.)

  • Points expire at the end of the 2011 Summer Fair Circuit.
  • In the case of dispute or clarifications, the OTOBA Board of Directors will have the final decision.

* In the case that the breeder is from out of state with no intention of becoming an OTOBA member, the owner and trainer may still participate without the breeder being a current member of the OTOBA.  Both the owner and trainer must be current members of the OTOBA.

Awards will be presented on the opening day of the Portland Meadows race meet for 2011/12

If you are unable to attend, awards will be available in the OTOBA office.

The Board of Directors voted to fund two stakes races for each race meet again this year with an added $1000 per race. The conditions of these two races will be:

1)    Open Stakes

2)    Filly/Mare Stakes

The distance on these stakes races should be decided by the racing secretary.  We have requested that if a longer distance is offered first and does not fill, that the race be written back or offered with a short end as well.  Our goal is to fill these races and see them go.  These races need to have at least five starters to get the added money from the OTOBA.

According to the ORC rules and statute 462.130 Oregon bred horse races:

For the purpose of encouraging the breeding and enhancing the quality, within the state, of thoroughbred race horses, at least one race of each day’s meet shall consist exclusively of Oregon bred thoroughbred horses.

We have verified that this statute also applies to the fair race meets.  We expect that an overnight Oregon Bred restricted race shall be offered every day of racing.  If an Oregon bred race fills it MUST be taken on the card for that race day.  If an Oregon bred restricted race has at least five starters, the OTOBA will add $300 to the purse.  This $300 does not apply to the two stakes races which already have added money on them.

As these are Oregon fair meets and we wish to encourage participation of Oregon bred horses at these meets – we have requested that at least one OREGON BRED PREFERRED race be written during each race meet for

            Maidens

Non winners of 2 races lifetime (NW2 L)

Non winners of 3 races lifetime (NW3 L)

This would be in addition to the Oregon Bred restricted race that will be offered every day.  In this case if an Oregon bred horse is out of the draw, at least they will have one race that they are sure to qualify for at each meet.  We hope to prevent Oregon bred horses hauling all the way to a meet and not getting to race at all during the days available.
